Although part of Kosovo’s legal system, the institution is headquartered in The Hague and staffed by international judges and personnel — which is how Mr. Smith, a U.S. citizen, wound up serving as its specialist prosecutor. It is always difficult and risky to prosecute national leaders with some popularity among their people. Even so, the Truman administration quietly undercut that pledge of unconditional surrender for Emperor Hirohito, fearing that the Japanese might fight on if he was prosecuted as a war criminal. The Truman administration left the emperor securely in the Imperial Palace while his prime ministers and generals were tried and convicted by an Allied international military tribunal in Tokyo. At an earlier point in his career, from 2008 to 2010, Mr. Smith worked as the investigation coordinator in the prosecutor’s office at the International Criminal Court, the permanent international war crimes tribunal based in The Hague.

A May poll found that 62 percent of people in Great Britain favored remaining a monarchy, compared to 28 percent who preferred a republic. A monarch is not the only option for a nonpolitical head of state. Germany, Israel and other countries have non-royal largely ceremonial heads of state who can stand for harmony above the fray. But even the nonpolitical presidents like Herzog are often former politicians and don’t seem to have the healing power of monarchs. When Japan gave up fighting in 1945 to end World War II, many in the Tokyo government bitterly opposed the decision.

Just 45 minutes from Nagoya Station on the private (non-JR) Meitetsu railway, the area between Inuyama station and its castle has been sympathetically restored in recent years. Back in Nagoya, a few kilometers east of Nagoya Castle you’ll find the Tokugawa Art Museum, one of Japan’s finest private museums, which holds several National Treasures of Japan thanks to its connection with the Tokugawa clan dynasty. If cars are your thing, then the Toyota Automobile Museum, about 45 minutes east of Nagoya Station, features some 140 historical vehicles.
